The Senate accused the Supreme Court yesterday of “misappreciating the facts” and of encroaching on its power to promulgate rules and regulations when the Tribunal upheld the claim of executive privilege of now Social Security System Administrator Romulo Neri.
Meanwhile, Senate President Manuel Villar Jr. said the SC decision could compromise the oversight functions of Congress.
“This is a dark portent of things to come,” he said.
“With this decision, we now see how cases will be decided in the future. This could be viewed as a prelude of how the issue of Charter change will be decided.”
Sen. Alan Peter Cayetano, Senate Blue Ribbon committee chairman, said the SC “misappreciated the facts” because Neri was cited in contempt and ordered arrested not because he refused to answer three questions about President Arroyo’s role in the national broadband network (NBN) deal with China’s ZTE Corp., but that he did not honor his word to return to the Senate and testify on the matter.
