IN the view of fiscal planners, the national broadband network (NBN) project, if stripped of politics, has a critical role to play in mending the nation’s inefficient tax-collection system.

Their last best hope, the Department of Finance (DOF) said on Friday, is the Supreme Court, which has yet to decide on the validity of the memorandum of agreement the government signed with counterparts in Beijing in April. The High Court issued a temporary restraining order (TRO) on the project, but has yet to make a final ruling. Most of the issues expected to be raised in court—the anomalous shortcuts in the project approval process and the allegations of bribery, the redundancy of a state-run Internet backbone, and the costs to taxpayers—have been debated at length in the two hearings thus far conducted in the Senate. “Regardless of the noise we all have been hearing for many weeks now, the NBN project would help us build a significantly more efficient revenue- collection system than what he have at the moment,” Finance Undersecretary Gil Beltran said on Friday.

The camp of deposed President Joseph Estrada yesterday assailed President Arroyo’s indecision on whether to grant the ousted leader an absolute pardon as it expressed confidence that Estrada will be acquitted based on the motion for reconsideration they filed before the Supreme Court, urging it to reverse the earlier verdict rendered by the Sandiganbayan anti-graft court.

PNP implements gun ban starting today

The Philippine National Police (PNP) will start implementing today (Sept. 29) the nationwide gun ban imposed by the Commission on Elections (Comelec) as a preventive measure in the proliferation of loose firearms and private armed groups that can mar the conduct of the Sangguniang Kabataan (SK) and barangay elections on Oct. 29.
