MANILA, Philippines—After numerous delays, the Galoc oil field off northwest Palawan has finally produced oil, boosting the country’s hope to become 60-percent energy self-sufficient by 2010.

First discovered in 1981 and appraised in 1988, the Galoc field was left undeveloped due to the risks associated with its development and the then low price of oil.

The International Monetary Fund (IMF) said remittance inflows to the Philippines are likely to decline because of a slowdown in advanced economies.

“Economies like the Philippines and also in Central America, the Caribbean, perhaps in emerging Europe as well, will be affected by slowing inflows from remittances, in a similar way to slowing demand for their export goods,” Charles Collyns, the IMF deputy director, said recently in a transcript from a press conference in the US.

VOTING 16-4, the Senate ratified late Wednesday night the controversial Japan-Philippines Economic Partnership Agreement which is seen to further improve trade relations between the two countries.

Sen. Miriam Defensor-Santiago dismissed allegations that JPEPA’s ratification was railroaded, although she admitted that hours before the senators voted, President Macapagal-Arroyo issued a certification stressing the “urgency” to approve the accord.

MANILA, Philippines—The influential Makati Business Club (MBC) Thursday criticized Malacañang’s “mishandling” of the grant of executive clemency to Claudio Teehankee Jr., saying the move was symptomatic of the broader problem of lack of transparency hounding the Arroyo administration.

SYDNEY—A cartoon on the front page of Australia’s national newspaper on Thursday neatly illustrates an irony admitted even by two of America’s staunch allies, Australia and the Philippines—that communist China could save capitalism.

The cartoon shows a Chinese man in a Superman outfit telling exactly that to a bankrupt, cigar-smoking Wall Street tycoon covering his nakedness in a barrel.

Maguans oppose clemency for Rolito Go

MANILA, Philippines—The possible grant of executive clemency to businessman Rolito Go drew flak from those left behind by the 25-year-old man he killed in a traffic altercation in 1991.

In a statement sent Thursday to the Inquirer, the family of Eldon Maguan decried Justice Secretary Raul Gonzalez’s statement on Tuesday that Go was “eligible” for clemency after serving 13 years of a maximum 20-year jail term.

Santiago, chair of the Senate foreign relations committee, yesterday said the vote happened shortly before 11 p.m. as senators had to wait for colleagues who left the Senate but had promised to return so they could cast their votes.

Unioil rolls back diesel price by P2

Unioil Petroleum Philippines Inc. reduced yesterday its diesel and kerosene prices by P2 per liter, a step ahead of the P1 cut implemented a day earlier by other oil firms.

Unioil retained the prices of its gasoline products, saying the prices have already gone down considerably.

BFAD spends P400,000 on melamine testing

The Senate concurred Wednesday night with the ratification of the Japan-Philippine Economic Partnership Agreement (JPEPA) by a vote of 16-4 before going on a month-long recess.

Sen. Miriam Defensor Santiago, chairman of the Senate Committee on Foreign Affairs and sponsor of the agreement, said the treaty is the “biggest trade agreement involving the Philippines in the last five decades.”

Executive Secretary Eduardo Ermita confirmed Thursday that Sergio Apostol, chief presidential legal counsel, had resigned and would join the private sector before he runs for a congressional seat in Leyte in 2010.

“Secretary Serge Apostol has resigned his position as legal counsel and opted to join the Union Bank board of directors. That must be effective two weeks ago,” Ermita told reporters in a press conference.

Villar cites Senate performance

Senate President Manuel Villar Jr. cited the Senate Thursday for passing 49 national and 135 local bills “despite differences among members that tried to shake the institution.”

“The Senate has remained steadfast on its prime duty to legislate,” he said.

Sen. Panfilo Lacson, a prime critic of Villar, agreed. He said the productivity of the Senate indicated that the political and personal differences among senators did not affect the Senate performance.

Jamby Madrigal filed against Senate President Manny Villar over the C-5 road budget mess.

“My word is my bond,” Lacson said when he explained his vote.

He and Madrigal ganged up on Villar over the double P200 million allocation for the C-5 road extension project, saying the Senate head benefited from the project.
