LAST week, the issue of violation of a provision of the Omnibus Election Code of 1985 was raised by Senator Miriam Santiago. This was front page news as it involved most of the presidentiables who have become product or service endorsers. As Santiago explained, the code prohibits campaigning except during the election period. Among those mentioned were Vice- President Noli de Castro, Senate President Manuel Villar, Senators Panfilo Lacson, Mar Roxas, Loren Legarda, Pia Cayetano, Francis Escudero, and MMDA Chair Bayani Fernando, who have appeared as endorsers of health products, cosmetics, detergent and public welfare advocacy on housing and the environment. Senators Villar and Lacson argue that engaging in endorsements is part of their individual rights. Villar says it is advocacy for overseas workers; Legarda, for the environment, and Roxas, for consumer protection.
