Negotiators argued over bundles, bills

MANILA, Philippines—It came down to a question of trust.

One negotiator wanted to count the ransom by bundle while another wanted to count each bill.

To ensure it was counted right either way, Sulu Vice Gov. Lady Anne Sahidulla, who had negotiated for the captives, said she had one of her aides take pictures of the money that was handed over by the brother of kidnapped broadcast journalist Ces Drilon.
