Political leaders in southern Philippines have started arming civilians and local militias supposedly for protection against Muslim rebels.

Their move, Amnesty International said on Friday, came two weeks after the insurgents from the separatist Moro Islamic Liberation Front (MILF) attacked three provinces in Mindanao. The attacks left dozens of mostly civilians dead and wounded and thousands of others displaced by clashes that ensued between government troops and the rebels.
