Hocus-pocus on the budget
I MAY be a little dense but for the life of me, I could not understand how the Senate or the House could pare down the budget for debt servicing. The House cut P17.8 billion from the budget for debt servicing, then realigned it to increase the budget for education, books, desks, scholarships and school buildings, among others. The Senate Committee on Finance recommended a cut of only P12.1 billion from the appropriation for debt servicing. Sen. Juan Ponce Enrile, the committee chairman, said they went for a lower cut because they could not take the risk of the country’s defaulting in its debt payment. Like the House, the Senate committee realigned the P12.1 billion for other services.
