The Fourteenth Congress had its inaugural session on July 27, 2007, with forebodings of greater political divisions. House Speaker Jose de Venecia Jr. staved off the challenge of Rep. Pablo Garcia of Cebu to win a fifth term, but not after undergoing a virtual brawl of a campaign that de Venecia described as “the dirtiest ever and with unmatched ferocity.” De Venecia belongs to Lakas and Garcia, Kampi. Both parties are members of the administration coalition.

There was a lot of bitterness at the Senate when Senators Francis Escudero and Alan Peter Cayetano joined the majority coalition headed by Senate President Manuel Villar Jr. and ignored the caucuses called by their “Solid 8” opposition colleagues who were supporting the bid of Sen. Aquilino Pimentel Jr.
